It's about $15 for a whole year, or $22 for a lifetime membership.
Once you donate, there might be a slight delay in becoming a VIP member, but probably not. Once you are a VIP member, you will have access to the VIP forums, where you can download the latest repack version, which is v6.1.

I'm sorry, but I can't understand your question very much. Are you using a translator?
For your first question, about the npc's flying at you when you fly, this has been fixed in the VIP version of the repack, v6.1
