You might need to re-download each one that is missing. I think you said right now it only shows that vmaps is missing, so try redownloading it and re-setting that up and see if it works. It should be picking up that the files are there.

What happens when you try to start it? And do you have both the MySQL server and the authserver running when you try to start the worldserver?
Try running the worldserver as admin and see if that helps or if it will give you the error that's causing it.
If not, look for a 'Crashes' folder to see what is causing the problem.

In the Crashes folder, which should be in the same folder as your worldserver.exe file
