You need to type this into the console:
Code: 
.account set gmlevel accountname 3 -1
Replace accountname with the name you use to log in.
Doing this should allow your account to do GM commands.

VIP has access to v6 currently, which is only $15 for an entire year.
However, the public/free version will always be one version behind, and I'm not sure when the next version will be released, I don't think it's been stated yet.

Were you not able to find the downloads, or was there a problem with the download?
Edit: Nevermind, forgot about the 1 post requirement. Just in case you're still unable to find it, if you check now, the download links should be there for you.
