There isn't a set date, but you can buy VIP for $15 for a whole year and have access to the next version.
The public release is always one version behind VIP.

If you want to import your characters from v4 to v5, use this:

Open up the v4 MySQL, run the CharImport to create a template file or something like that for the characters from the database, then close the v4 MySQL and open up the v5 MySQL and import the template file into the database.

Or, if you know your way around a MySQL database using HeidiSQL, you could just copy the character rows directly from it, but it's a bit more time consuming.
