Guild vendor can't open and buy
Goram
Goram is a level 1 - 80 NPC that can be found in Orgrimmar. This NPC can be found in Orgrimmar. In the NPCs category. Added in World of Warcraft: Cataclysm.www.wowhead.com
you dont have anything the Guild Vendor can sell to you cause its a new guild
once you become honored you will be able to get the illustrious tabard and thee vendor will work

You can permanently spawn any NPC into the world using .npc add [ID] in-game GM command.
Easiest way to find creature IDs is usually Wowhead, it shows them in the link after npc=. For example Goram the Horde guild vendor is 46572 since his Wowhead link is https://www.wowhead.com/npc=46572/goram
Shay Pressler for the Alliance is 46602 since his link is https://www.wowhead.com/npc=46602/shay-pressler.
So you can do in the Horde guild vendor spot
An in the Alliance guild vendor spot do
And that will add them both into the world.
