Ok I solved it. Now looks like there's problem with creatures, when I uploaded database, there's no NPCs and mobs spawned and creatures table in database is empty.

EDIT: Fixed. There was problem with my MySQL and I needed to change max_allowed_packet to 32M in my.ini file. While it was unchanged, MySQL was disconnecting during query insert, leaving world base almost empty.
