I used the license on my local machine to test the core vip v17 before uploading to the virtual machine, and now the license does not work on the virtual machine, could you help me to solve this problem?

You can generate a new one where you got the old one. My IP changed on my Hyper-V host and both of my licenses are now invalid and I just regenerated the license. It took me 7 days to recover my windows server 2019 running all my hyper-v vms and now this. It's very frustrating.
