This has magically fixed itself and the enchant values are correct now. Good to solve :)

The only "Work Around" works if you are a GM and can just spawn in the item you are looking to upgrade on another character then upgrade it and trade it to the character you are wanting the item for. Would love this to just be an option. Even the Justice points CAP doesn't seem to be affected...
