Worldserver error

Welcome, complaint letter for the following reason:
Not long ago I downloaded the 4.3.4 Catalyst Emucoach was, and I have to constantly fill this out Worldserver.exe file you can see in the picture:

And will not go, do not spend anything on the Worldserver.exe ...

Hello there.
I just need a little more information, when you open your worldserver it's stuck on this and you have waited a couple of minutes without anything happening?

Is it a complete fresh database with no custom changes, same with dbc etc?

I managed to solve the problem was to not start out as an Administrator. As I tried to start as Administrator, I have also started! I thank you for your help !!
