[Problem Description] All 3 possible procs (Iceblast, Flameblast and Shadowblast) overproc all the time, even if you give them a cd in spell_proc_event, they procced up to 40 times in 1 Minute (all 3 of them!)
[How it should work] The proc chance is estimated at 6.5%.
The proc chance is 33% for the Shadow/Fire/Frost variations.
The proc can crit at 150% damage.
The Fire and Frost variatons scale with Enhancement Shaman's mastery.
All procs scale with Combat Rogue's Bandit's Guile.
So it should proc every ~14 seconds.
