An infection like that is very hard to detect and eliminate, Personally, If my computer were infected to that level, I would format the drive, And reinstall. And after the fresh installation start using a different anti virus program. The only free anti virus that i recommend is windows defender, The rest of the free ones are altered to show that their stopping viruses, When in fact they are completely incapable of doing so.
Avoid mccaffee and nortons products, Because they are the number one target for viruses. And usually don't work anyway.
If you want to keep your operating system, Make sure that you uninstall all antivirus, And anti malware, spyware. Whatever you have, and then make sure windows defender is running. Tell it to update, And do a complete scan at next reboot. It might work.
Windows defender cannot run when you have other software installed to do the same job, So don't install any of that useless software.
