Ok, I do see where you're coming from...
But to have something that so many people have worked on, and are continuing to work on... it shouldn't really be that much of an issue.
Look around at the repack scene, a lot of people promise weekly updates, ect... no one delivers on that, and most get abandoned.
What you have here is a dedicated team, who are working on this repack weekly, to gather all fixes into a single release.
For me, it's not discouraging at all, some team members are quite active, and do answer questions / provide small fixes if they can.
It doesn't make sense to release new releases each week, is everyone expected to come back and download the new release every week?
That would become overwhelming.
This is the most active working team I have seen, and I wont take that for granted.
I was more than happy to supply the team, who are working part-time or less, with the small admission fee that I did.
It should always be thought of as a donation.
In regards to the person running this as a private server: If it's that big of a private server, to where thousands or hundreds of people are playing, they should be in direct contact with the Dev team.
I would imagine that if a private server that big was being run, that they would compile their own, to do their own fixes in the back-end.
This is, and should be used for a small home use server, where updates can wait for a small length of time.
I actually feel guilty not donating more than I have.
It's hard work, and takes dedication, and time away from their normal lives.
I do hope the team know how much VIP's appreciate their work.
