There are a couple of ones to choose between, that are known as the Top Vanilla Servers. They are sorted in order of the servers Emucoach recommends.
1) Elysium
Elysium offers a Vanilla WoW Server called Nighthaven that has no plans on closing down in the near future. It is running on 1x XP rates with PvP as Realm-type, and is an International speaking server.
The server has had quite a lot of ups and downs and a lot of rumors and negative talk, so if you are concerned about the reputation of servers, Elysium is not your choice. If you however don't care as much about rumors, Elysium might fit well for you! It's having above 3000 online at peak-times and has a general active community, despite the gold sellers.
2) Kronos-WoW
Kronos is a server behind the Twinstar.cz network, and offers a 1x rated Vanilla Server, also with PvP as realm-type. The community is mainly speaking English (and Czech). If you are concerned about the community and dislike other languages, I would recommend another server, as quite a bunch of their home players are speaking Czech. It is however known as a stable server that has a rather good scripting overall. It doesn't involve much drama and there aren't as many rumors and negativity as the other Vanilla servers, so if you are concerned about reputation, Kronos-WoW might be the right choice for you. Some people will consider Kronos as the Best Vanilla Private Server.
3) Retro-WoW
Retro-WoW is not the typical blizzlike server. It is instant 60, which means that you get straight to the content. The realm-type is PvP and the primary language is English.
It is considered as a Vanilla "fun-server", with custom vendors etc. There are quite a lot of PvP activity going on, and Crossfaction-battleground system is enabled, along with active arenas. If you're not a fan of the blizzlike servers, Retro-wow might be the one for you.
?) Light's hope
For people who have heard the very populated Vanilla Private Server, Light's Hope, the reason why it is not a recommended Vanilla Private Server as it is now, is that they announced back in 2018, that they would close their realm once Blizzard releases Classic, which is becoming a reality. So if you're wanting to play on a Vanilla Private Server that will continue to run stable, you shouldn't pick Light's hope.

Honestly, it is a very subjective question. It really depends what you're after.
