The latest is winrar 7 and you choose not to update and extract a new file with old software. As that version is over a year old. Try 7zip as it is free

Sounds like you did not extract it with the right software. Seeing people refuse to update their software and try to extract a new file with old or the wrong software and wonder why it does not work. Is it even installed to the right location?
